Plan Changes - Stormwater Expert Witness
Client: Auckland Council, 2005 - ongoing
Responsibilities: Preparation and presentation as stormwater expert witness.
Achievements: Plan Changes include:
Auckland Unitary Plan – new Unitary plan for the Auckland region combining and updating previous city and district council plans. Prepared specialised focus on the assessment criteria and mapping of the SMAF overlays (Stormwater Management Areas; Flows). The objective of the SMAF areas being to maintain stream health in sensitive stream catchments while enabling future development and intensification in urban areas to proceed.
Long Bay Structure Plan – new 250 hectare greenfield development in Long Bay, primarily residential zoning. Focus was on low impact design and at-source stormwater controls. Stormwater expert witness at Environment Court Hearing and follow up expert caucusing.
Albany Centre: Proposed Plan Change 9 and Variation 67 – amendments sought for the replacement of existing parts based on best practice stormwater quality treatment and stream protection methods.
Plan Change 22: Addressing the Effects of Stormwater Runoff on Stream Health – the focus was on on-site stormwater management including rain tanks, bio-retention and self-mitigating surfaces such as green roofs and permeable paving. North Shore City was divided up into five stormwater management areas (SMAs) with varying management approaches.
Stevensons Private Plan Changes 12 and 38 (Drury South) – Drury South greenfield development of 201 hectares of industrial zoning and 22 hectares of commercial, within a total structure plan area of 361 hectares. The area is currently low lying farmland with proposed filling to provide developable sites above the flood level.
